Is there a device that can externally read an internal hard drive?

I have a couple hard drives in which I would like to retrieve data, but I don't know if there are any USB devices I can plug an internal hard drive so I could access it and get important stuff like documents, music, and pictures. I have a 200G hard drive from an HP tower and a 32G laptop hard drive. Now, if there isn't, I could probably just change the primary drive in the tower to a slave driver and just obtain the files while running on the new primary drive, but is there something I could use to get the data from the laptop hard drive? Is it also possible to make that a slave driver and use that in the tower pc, or is that not possible?

BTW, I'm guessing you couldn't really call it a tower, per se; it's a more current model HP... it had XP on it before it hit the infamous boot loop.
