My Dell 4700 Series PC wont start up

I have been having problems with my PC. A couple months ago there was a power outage that messed up my PC-i finally got it restored to the factory settings and working again. Now a few weeks ago it's not starting again...I get a black screen with white text "Drive 1 is not found: Serial ATA, SATA-2" Dont know what to do so i'm trying to reinstall the drives software by usb since the drive isnt working. But don't know what else to try. Please help. Thank.

i presume drive 0 is your hard drive? try switching the sata data cables around to see what happens. reseat drive 1 data cable on both motherboard & drive. replace sata data cable.

I have no idea how to do what you directed. Where do i find those cables? How do i reset the cables? Thanks

I went to the boot menu (F12) at the startup menu and ran a diagnostic. Well it's still running. But i used the "System Tree" and so far found an error at the " SATA disk Read Test" stating "Error code 0F00:0244 Message block 1674900: Uncorrectable Data error or media is write protected" ....?? Thanks
