my corsair hx520psu is noisy(37 db at a metre)and shows the 12v rail as only 4.80 volts. Do you think it is faulty or is this normal?

are you certain the 12v is only 4.8v as you need about 12v +/-10% for the drives & fans to run?

The 4.8V is a false reading, ignore it. How are you measuring the noise? Are you sure it's the PSU? HX520 units are very quiet (typically less than 20dB at 1m)

I have a multimeter that measures the noise and use Everest which shows the 12v as only 4.8

Yeah, a standard multimeter is ridiculously inaccurate to measure noise.

Thanks for all your replies. it could be the total noise of psu, rear extract fan,gpu fan and cpu fan.
Its an alphatek multimeter so should be good.
the volume is really annoying me as my sons pc is nearly silent,

Seriously, it is very unlikely to be the PSU that's noisy. Try stopping all the other fans in your PC to find the culprit.
