Video card issue?

    Not sure what the problem is but When i watch movies when i go to fast forward the movie like skip it when you click on the bar the picture gets messed up. Also when I open up programs like jdownloader and frostwire they are black and I have to minimize the program and then bring it back up and the black goes away. The program i use to watch movies is VLC. I just got a new video card Does it sound like a video card problem? Other then those 2 issues my pc runs fine and playes games just fine. But these 2 problems are really bugging me can someone please give me some answers?

    are you using latest drivers as don't think it is a hardware issue but software?

    I hope you are right. I just did do a update on my video card and my software was from 2005 i got the latest 2008 now. So i hope that fix the problem.

    So you think its more software? because i was starting to think my video card went to crap already.

    Well I just checked and its still the same =/ its like I open up jdownloader program at first its fine then it turns all black and when i move my mouse over the area the black goes away and then i minimize it and bring it back up and the black is gone and its normal. I do not understand???

    A little more info would be good. Is the movie an avi,mkv,mp4 or the occasional WMV? If the movie HD(720 or 1080)? What is you cpu and video card models?

    new videocard with 2008 driver? what card is it?
