I would rather not burn 500mb to a DVD because of the strain on the PS2. Can I add dummy data to a game that doesn't have any? If so, where would I put it and stuff?

Sure you can

Try download CDgen software and make an ISO image to your CD (your game in your case) and CDGen comes with number of dummy files you can add as you wish. When done generate the ISO image and burn it into your DVD

Hope this solves your problem

The thing is is that I don't know where to put the dummy file since the PS2 files have to be in a specific order in order to work.

And I don't understand how to see the proper order of PS2 files. I thought the SYSTEM.CNF file always had to come first but it's not first. So all I do is uncheck the boxes under 'Sorting' in Isobuster?
