I use DVD Flick to author DVD's with MPEG's from my camera because I can use the "Copy MPEG-2 Streams" option so it quickly encodes the video/audio.

Now I wanted to get some old footage from VHS tapes put onto DVD so I used my DVD recorder to put them on a DVD-RW and then rip it to my PC to make copies. The problem here is that they are PAL so the horizontal dimension is 704, not 720 which DVD Flick will only recognise.

So my question is quite simply, is there a way to change an MPEG's horizontal dimension from 704 to 720 without it taking 20 hours?

    This is an mpeg2 file?

AFAIK 704x576 is a legit PAL DVD resolution.
If DVD Flick won't accept it, demux the files and re-author with Rejig instead.

Rejig > File Mode, 'Add' the mpeg file.
In the right pane, check the 'Fix & Correct AC3 Delay' box.
In the right pane, highlight the video and 'Demux' to a folder.
Highlight the audio and demux to the same folder.
Restart Rejig > DVD Author and load the video and audio.
'Create' the output to a new folder.
