It is more likely that the service might be locked, call your Service Provider, If you got your phone from another country and brought to different, and that's the reason for your service not on...you phone is locked, but if this isn't the case, then try getting a new sim card from your Service Provider. Most of the time Service can be locked if didn't pay your bills.
