Just follow the readme that comes with the file. Also your PSP cannot be hacked permanently.

Xbox 360: On my fourth console, first one rrod 3 times, second one sold at ebay because of no HDMI, third one rrod during flashing (supposedly killed that drive), fourth one up and working on LT 3.0
PSP: Slim&Lite 2004 model with 6,60 ME v1.3
PS3: 60 Gig Model with the latest official firmware for going online and a modified case for better cooling
PSVita: Need some games for it, just bought an 8 GB memory card at ebay, awaiting a Photofast addapter for MicroSD-cards.

Couldn't I downgrade the PSP to another version which will let me hack it permanently?

No, there is no real permanent Custom firmware for PSP 3000 and PSPGo. Also I wouldn't downgrade a PSP 3000, there is no coming back from a brick.
