Non-Flashed Playing Backup Games??

Ok, So i have been looking at these forums but i cant seem to find a post that can verify this or even mentions it. Now My Questions are firstly is there a reason a Xbox 360 cannot play backup games without being flashed, and why?
Second question depends on the first, If i install the original game onto a non-flashed 360(non backup) and then play the game with a backup disc will this work.
Also if anyone Knows any good Xbox 360 Modifiers in the Gold Coast Or Sydney Region Could You Please Comment With That.

Google 'Computer Fair', they have events in Sydney and other locations and there's an asian guy who can do your mods - 360, Wii, PS3, DS etc. He'll flash your 360 for $20 or $30. Lots of decent PC stuff you can pick up there too.
Edit: You can also mail your 360 or anything else to him, google 'jktronics', first result.
