Odd fan problem after repairing RROD 0102?

Hi I've repaired an RROD 0102 zephyr console and the CPU kept overheating so I reapplied the thermal compound and powered it on. As soon as it powered up the fans hit 12v and I thought what???? So I powered it off and on a few times but every time the fans hit 12v immediately as if I done a 12v fan mod which I didn't. Usually if it's overheating the fans start off at 5v and after about 2 seconds they rev up but this is just hitting 12v right away, the console is working normally apart from that. Does anyone know what could have happened that could cause this? I have repaired 100+ RROD xbox's and have never seen this happen before.
BTW The fans were normal before the repair.
Hopefully someone knows what's going on I'm afraid to leave it like this in case it's a problem and the fans just die.

EDIT: just found out the fans start at different speeds sometimes and sometimes just barely or don't spin at all. Most times it's a high speed though.

i find this is norally flex in the board if you adjust the way it screws to the metal case it may change the way the fans go

I couldn't sort out the fan problem. They started off at 12v with no fan mod and it wasn't a heat or thermal compound problem it was just a 12v immediate start and if I left the xbox plugged in for a while powered off then powered it on it would give less or no power to the fans. I just did a 7v fan mod in the end and it seems to work ok like that so that'll do the job.
