using mirc wont let me type !list says cannot send to ch

i open mirc, use efnet, click connect, type #xbins, then type !list to list the folders, then it says
<gunit1985> !list
#xbins Cannot send to channel

The channel is currently moderated... which basically means, you're only allowed to post a message if you have a + or @ beside your name. Those statuses are not given out to just anyone.
