1080 video ouput dilema

so i am going to be buying a ylod ps3 from my friend, but i dont know what the best way to go about using it would be.
i have 1 pci capture card, 3 free pci-eX16 slots, 1 free vga connection on my monitor and one hdmi to dvi converter
so i really want to spend mininal amount of money, with best possible performance. so these are the options i see.
buy a pcie HD capture card which preferably has HDMI(expensive) so if anybody has any suggestions for a good card that is compatible in win7 64bitthatd be great
buy a dvi splitter, but will this affect the video quality and do any of them have a built in switch
buy a hdmi to vga converter(poor quality)
buy a pci to pcie adapter i cant seem to find these anywhere, but if it is inexpensive and effective in windows 7 64 i would like to go this route
i really would like to spend<50$ if at all possible. and i really do enjoy being able to capture video so a sub $50 pcie hd capture card would be great

it can be usb too if it is a good one
one other option that i was think ing is taking my X-Fi XtremeGamer Fatal1ty Pro Series out and using the built in spdif on the SupremeFX X-Fi, but i really care a ton about audio quality and performance in pc games so.
or if i could move my pcie gfx card to the 3rd slot i would have acsess to both pci slots but performance is key for me

Xbox 360: On my fourth console, first one rrod 3 times, second one sold at ebay because of no HDMI, third one rrod during flashing (supposedly killed that drive), fourth one up and working on LT 3.0
PSP: Slim&Lite 2004 model with 6,60 ME v1.3
PS3: 60 Gig Model with the latest official firmware for going online and a modified case for better cooling
PSVita: Need some games for it, just bought an 8 GB memory card at ebay, awaiting a Photofast addapter for MicroSD-cards.

Honestly, I think you will be very disappointed with the quality of any $50 tuner card...the quality of the video will be very low, and there will almost certainly be a delay.
As for moving the graphics card, the top slot is usually the fastest, but most cards don't need that much speed anyway. Get a manual for your mainboard and find out if the bottom slot wiring is at least PCIEx8.
