Is the game out of region (PAL NTSC etc)

You did not just upgrade your 249, you must have changed the base. You should look to have a range of CIOS's on your Wii

There are only 2 types of CIOS's Hermes and Waninkoko, you add them to a slot on the wii with a genuine Nintendo ios as a base.

So 249 means nothing - it should be 249 rev21b base 57
(Hermes is rev4, 5 or 5.1, Waninkoko rev 14, 17, 20 ,21b etc)

Black ops needs a base 57, however not all games will run on a base 57 cios
