Virtual Dub/ VobSub /Textsub/ Utter failure

Hi I tried to install VobSub so that I could put subtitles on a file but I can't even get through the installation process.
These are the steps I took:
1)unzipped and unpacked/installed virtualdub into "c:/programs/virutaldub"
2)started vobsub installation.
3)check marked Textsub for Virtualdub
4)selected directory where Virtualdub is located "c:/programs/virtualdub"
5) Then it crashes.
This seems to be a problem with windows 7 32bit computers.
