Vista desktop wallpaper or background problem

    Hi, i'm using windows vista home premium and after a virus/malware scare (which i took care of with Kaspersky internet security) i haven't been able to change my desktop wallpaper for it to stay. The wallpaper is a black colour. I can't change it because even if i do, it will change back to the black colour background after restarting my laptop.
    I have checked the registry entries for any policy settings but everything is fine there. I have noticed though that when you open change 'desktop background', the new location causing this is C:/Windows. I choose another location for my picture and it becomes my wallpaper all right, but soon after restarting the computer the black background wall paper appears again. Should i format the laptop?
    Help, i don't want to format...

    P.S. When i change the wallpaper in safe mode and restart to normal windows it starts normally but returns to the black background again after another restart.

    Do a system recovery / rollback.
