In my opinion, there is a definite speed increase moving from Vista to Windows 7, however, you will have to decide if it's worth the cost of upgrading. You'll also want to make sure that your computer is compatible. Since you're currently running Vista, then most likely you won't have a problem.

A fresh install is going to be the cleanest method, but you'll have to reinstall all of your applications. You may want to try an upgrade first and see how that works. As for the software itself, you'll want to shop around. You'll look for Windows 7 Upgrade. If you're a student, then you can get it much cheaper. The price will vary depending on what version of Windows you choose (Home Premium, Professional, or Ultimate).

7 is defiantly faster but if Vista works for you then there's no reason for you to install 7. There are a couple of tweaks but nothing worth completely reinstalling windows for.
