Windows XP Desktop Background Changes

    So I am having this problem with WinXP. It is the networked version because it is at work. I will have a desktop background chosen. Then when I log off, and log back in the desktop will just be a plain color. The chosen picture is not displaying. I can try and change it, but have to choose a different picture first and then go back to the one I want to hit apply. It is really annoying having to change it every single time I want to log off and log back in. Any help with this is greatly appreciated.

    It may be a policy that the SYS Admin is pushing through GPO.
