My problem is whenever I try to go on my username in windows, my brother is on his user, but when I resume windows it brings me to the welcome screen saying he's online and got one program running. Is there a way to make windows stop doing that so I can log him off on his username rather than having to log back on for him on the welcome screen, then log him off, then go on my username?

One thing you can do is log into your acount. Right click on the task bar. Select task manager. Then select the users tab. Select your brothers account. Then select logoff.

    Assuming your brother doesn't logoff.
Go into Screen saver settings. Make sure the box that says On resume, display logon screen is unchecked. This will wake the computer in your brothers account.
