I Can't Seem To Find Any Programs That Do This

    - Host Files From My Computer And Access Them From School/Work

I Need My Photo Shop And A Load Of Other Things To Be Accessable To Me At School Because We Are Not Allowed To Put Anything At All In The Computer (USB ,CD)

Use a site similar to https://www.gotomypc.com/s/mypc.com to access files and programs on your computer from another location. You could also use WinVNC or another VNC (Virtual Network Connection) to get the job done. Here is a site you can check out: http://www.realvnc.com/products/free/3.3.7/winvncviewer.html

I will pretty much bet the school firewall with block any of that kind of shenanagins.

you will most likely have to put the files on a stick or disks and physically take them with you.. remote desktop apps have been identified by business as a serious security flaw. You will not get a connection out through the allowed_hosts part of the firewall to a random home ip.
