R4 is out of the game. Any R4 cards you see these days will be knockoffs. The best card you can get right now is the AceKard2i. It will work on Any DS and will only set you back about $25 USD. The best place I've found is ConsoleSource.com. They are a little slow (about 1 and a half weeks 'til it arrives) but you will get your item. They are based around Toronto Canada so your shipping may be longer depending on where you live. There are a few other places that I can't think of off the top of my head, but are based in Texas. And for cheap microSD cards, just check your Sunday paper to see whats on sale or go to Frys.com. A 4 gig card is plenty. I have one and about 20 games on my card with barely half of the card used.
