Forwarded ports but still showing blocked port in uTorrent

A couple of years ago I got some advice on this forum on how to forward ports for uTorrent. Well, I just got a new pc and am having the same problems, even though I've forwarded the ports the same as last time.
I'm currently using an Embarq 660 modem and Netgear WGT624v3 router. I have assigned a specific port, forwarded that port through my router, set up a static ip, disabled port-mapping and enabled protocol encryption in uTorrent, and have turned Windows firewall off. I have also forwarded the port through my embarq modem as described here -- http://myembarq.com/files/embarq/support...tFowarding.php.
After all of this I was finally able to connect to uTorrent, but am getting very slow downloads (and am also showing as having a blocked port).
As I said, I've done all this before but for some reason it's not working this time. It's been so long since I've had to set this up I'm wondering if I've forgotten something, but for the life of me, I'm not sure what else to try. If anyone has any suggestions, I'd be glad to hear them. If anyone needs more info on my set up, I can provide that.

What port, use one over 10,000. Could be your ISP started throttling since, is it here: http://www.azureuswiki.com/index.php/Bad_ISPs or what is it? Does ip config/all show the ip address you forwarded to, have you set your upload at option's>speed guide>connection type? Just curious, what OS?

I don't think it's the ISP, as I was having no problem with my previous connection. Ipconfig shows the static ip and I have set my upload speed. I'm currently running Vista, which is (seemingly) the only thing that is different from my previous connection on my laptop. That's what's frustrating -- I really think I've done everything the same, but I'm obviously missing something.

Any chance you're using an older version of utorrent that need's randomize port unchecked at option's>preference's>connection. You could see if this help's speed any if the forwarding between router's doesn't help: In utorrent, go to Options -> Preferences -> Advanced. The second option under Advanced is ‘net.bind_ip’. Set this to the IP address of your computer. Restart utorrent. The reason I asked about the OS is that I've had suspicion's for awhile about Vista Premium (only); that it either work's properly or not (make's no sense to me).

The possible issue is what IP did you forward to.
If your setup is computer-embarq-netgear, then the Netgear would be forwarded to the external IP of the embarq and then the embarq to the computer as set forth in the Double Router Port Forwarding guide.

I had forwarded both to the IP of the computer. What specifically would I need to do to forward from netgear to Lyxel (embarq)to computer? I hate to ask such an open-ended question, but I may need more of a step-by-step on this one.
I feel like such a damn newbie.

I wasn't specific when I gave you my OS. For what it's worth, I'm running Vista Premium. I'm not saying that's what's causing the problem, but from what I can see, that's the only difference from my last time I went through this.
I'm getting ok speeds with uTorrent so I'm not getting too frustrated about it... yet :-)
