If your installing a new OS on an empty drive it will give you option to do so,if you've got the drive as a secondary or slave as it's normally called you either use "computer management" or a 3rd party partitioning software either by installing the software or booting directly from the install cd & use it as a live cd,

partitioning software that's free as in no money:-
install or live cd:limited to FAT,FAT32 & NTFS
    http://www.partition-tool.com/

live cd only:Does all types of formats
    http://gparted.sourceforge.net/download.php

When you install XP, it will present you with the opportunity to delete your current partition and then re-allocate a new one. Once you allocate a new one, the XP installer will then give you the opportunity to format it.

Was my first post unclear? then xp will give the option you seek & you can reformat from it's install disk or whatever it is your using,so plce media in drive & reboot unless your quick enough place it there while it's booting follow on screen prompts
