sounds very much like the way these systems fail out of the box or within months.. I was hoping they were extinct.. with luck this is the last of them. Dell e-machines were junk new.. faults on the mobo damage the cpu.. which leads to people buying a new cpu.. then a new mobo.. then another new cpu and round and round it goes.

I get them occasionally.. if they don't start I change the psu.. then unplug everything except the cpu from the mobo.. if they still don't start up and beep like a mofo (no ram) I scrap them.

Try shorting the power switch pins with a small screwdriver...I am sure Dell used the cheapest switches they could find in the reject pile.

Look on the motherboard; Next to the pins P_SW + & -. Every board I have hooked up has some sort of abreviation on them.
Yes, You can test it with a screwdriver first. Even if you mix-up the pos. or neg. wires; It will work.

PS. You can even go to the motherboard manufactorers web site for a diagram. eMachines used a lot of FIC (First In Computers)boards.

I always though FIC was short for fickle...learn something new every day.
