Looking for a simple TS/M2TS file size editor

I'm using the Hauppauge HD-PVR with a 3 Ghz Celeron CPU PC, and while it records OK, there's about a 4-5 second delay/lag between the live video, and the recording start. As such, some recordings have some leading bits that I'd like to edit (cut) out.
There are many converters/remuxers, but is there a program that can re-write (copy, not convert) the original file with a different start (and end) position?

Try HDTV to MPEG2.
Load the .ts file;leave the output type as Transportation Stream, select the cuts and 'Process'.

To remove from the beginning, click 'Exclude'.
Move the slider and click 'Include'.
