what software can edit video dat. files?

I have a video (dat file) which I want to edit. I would like to have a few scene selection then save them back to one dat.file. Is there any freeware that can do so? My Os : win 7.

Haven't seen one.
To do it with freeware, I think you can open the .dat file in VirtualDub and make the edits.
The edited file now has to be 'Frame Served' from VirtualDub to TMPGenc and a new mpeg1 file created.
VCDGear is used to create a new VCD structure from the mpeg1 file.
