What speed external burner for DVD+ 16x

I've had an ILO Recorder with hard drive since 2004. I successfully replaced the burner several years ago. It was an improvement because I could upgrade to 16x DVD+ media. However, it will no longer finalize, so I guess it means another burner. Since the current burners are no longer compatible with the ILO, I'm forced to copy DVDs by purchasing an external DVD burner for my laptop that will burn either plus or minus.

So here are my questions. From my research, it appears that an 8x external burner is too slow for 16x media. So should I buy a 24x burner? Will that burn 16x media at 16x speed? Or what speed burner do I need?

The reason I need a burner that will burn 16x with no problem is that I just purchased a 100 pak 16x DVD+ media immediately before my ILO quit finalizing.

The media may be usable on the burner.
The range of burning speeds depends on the media and the burner.
The example shows a Verbatim disk.
The burner lists the speed settings that it supports for this particular disk.
