Lame encoder install windows 7 x64 ffmpeg usage

I've been trying to install 32 bit lame_enc.dll with windows 7 x64 but am having no luck. I've got the 64 bit version to install and show up but ffmpeg says unknown codec. Maybe I'm specifying the wrong codec name libmp3lame if it has changed with the 64 bit driver.
At one time I got the 3.98 codec 32 bit codec to install but not sure how I did it. Supposedly there's an enhanced version that works with windows 7 according to this thread, but being newbie I can't respond to it.
