Here is what I am doing. I am converting all my old LP's (vinyl records) to digital and would like to convert the stereo files to 5.1 or 7.1 surround sound that will play on anything that will support 5.1 or 7.1. Is there a software package that does this or am I just out of luck. Not trying to do DVD's but CD's.

You can't extract 6 or 7 channels from 2 channels which is the way LP's are recorded. If you have a decent receiver you can select matrix surround sound which is a fake SS mode.

It is customary to to just record to 2 channels to a CD. Once preserved in its natural format, you can play with the audio.
