I just converted mp4 file to dvd format. Because the file is only 600mb.
    My question is:
Does it matter if I burn the 600mb file to DVD or CD? If I burn it to CD, does the quality of the video be decreased?

DVD format files (VOB, IFO, BUP) inside a VIDEO_TS folder should be burned to a DVD disk.

On some standalone players a CD would be rejected, others will accept the disk but the audio will be distorted.

Can CD disk take DVD format files (VOB, IFO, BUP)?
I thought the only diff between DVD disk and CD are the size (4.7GB vs 700MB)?
If I was wrong. please forgive me. I just don't want to burn 600mb DVD file structure on a 4.7GB disk.
