I have been given a number of DVD+RW that I was told were blank. When I checked their properties, It showed they were full but there is no content. I tried reformatting with Nero, but it ejects about 20 seconds into the reformat. It always shows the supposed files as RAW.Is there some kind of lock on these blanks??

Any difference when you try a full format as opposed to a quick format?

Try using ImgBurn to erase them.
Get past the initial screen and click Tools -> Drive -> Erase Disc

See if it can find updated firmware.

Tools -> Drive -> Check for firmware updates
