I'm just curious, as to whether or not pcsx2 or dolphin are capable of running games at full speed yet on a powerful system. I'm building another pc, and was wondering what I should put into it.

That all depends on the game...many don't run at all, others run very poorly, but some run at higher-than-ps2 framerates without issues.
