ANYONE know how to fix this.......HELP!

Ok, I've recently captured video off of some of the small vhs cassettes that are used with camcorders. I tried to capture at 720x480 with ATI AIW 9600XT, but it only captures at 680x480! At least I think it does, but I'm not sure. I burned the DVD. When I watch it in the DVD player, the sides are all cut off! Even the menu buttons I placed in the "safe" area are a little cut off. I switch the DVD to 16:9 view and none of the edges are cut off anymore, but the video is shrunk down! In other words, there are two black spaces of nothing to the left and right of the video!! Anyone have any helpful hints, I've seen this question asked before, but no help was available! Thanks for anything you can offer.
