VirtualDub won't open *.ssa file

I am deaf and am trying to create permanent subtitles on an avi file, for later burning to mpeg form so I can view it as a VCD. I've created my own *.ssa file using Sub Station Alpha, and am trying to attach the subtitles in VirtualDub 1.4.10 with the Vobsub plug-in.

My problem is that when I go to Video -> Filters and select TextSub, when the box pops up for you to select a subtitle file, it allows me to navigate to the *.ssa file. But when I click to open, the file box remains blank and the "OK" button is greyed out.

Any pointers anyone can give me as to why this might be happening will be greatly appreciated, as I'm a bit of a newbie at this.
