What will give better video quality - playing DVD/Divx/mpeg movies on an external dvd player connected to a video capturing card, or playing directly on the pc's dvd drive?

The external dvd is pioneer dv-575a, I haven't yet bought a video card, but im thinking about one of the many cheap cards available, as long as it has svideo-in connector.

How important is the quality of the video capturing card? Any recomendations?

You're going to get better quality by ripping or playing the file right off the pc's DVD. If you connect a DVD player to the input on a video capture card you're converting the file to analog then relying on the encoder of the capture card to convert it back to digital. 2 steps where you lose quality. That'd be like recording a cd to tape, then playing the tape into your sound card to make an wav file, instead of just taking the file right from the cd in the first place.

No, and Component (3 RCA jacks, not to be confused with Composite 1 RCA jack) isn't digital either. It drives me crazy to see displays at stores using analog interfaces. Is it really digital TV when it is being pushed by an analog sorce?
