   Does anyone know if there are any mod chips available for the PStwo that can play both NTSC and PAL games...

   Dude wrong forum, go to the PS2 section. Regarding your question, I think a modchip is supposed to allow you play games from any region, it's a matter of whether your TV can support both PAL and NTSC display formats or not.
