FitCD and min/avg/max rate

I'm converting DCD to SVCD with TMPGEnc. FitCD gives the max rate as 2521, min as 1149 but the average as 2904. What gives? Also, in TMPGEnc do you really need these figure as doesn't 2-pass VBR calculated them for you?
