i have read many posts concerned with "unable to unlock volume" when burning with Decrypter. I have done the following: Disabled IMAPI, uncheck all start up items and services, & i do not have drag to disk or incD. Virus software has been disabled. i used process explorer to see if anything else was in the background. Nothing showsup when i enter "cdrom" or the drive letter "D:". What can i do now?

You can set Decrypter so it doesn't require the drive to be locked:

Tools > Settings > ISO Write Mode > then under Options you can uncheck "Lock Volume - Exclusive Access" :)

What are the consequences if i turn off the option for exclusive access?

The possible consequence is the burn may get interrupted by another app trying to access the drive but it's not a given especially since you've shut down or disabled the major offenders. You may want to try several test burns with a rewritable disc before using write once media just to be sure :)
