I have a IRed dobgle that I use to connect to my Sony Ericsson phone. When connected, I just right-click on the file and send it to the phone. The Infra Red dongle was about 15 pounds sterling and I have Windows XP sp2. I chose IRed because I had endless problems connecting with cables, and I have heard about problems with Bluetooth. As for doing it via the web, I'm not sure as I don't transfer by that method.
