Need help with CCE and Pulldown. exe

I have finished transcoding a dvd using CCe now i need to run pulldown to change the rate back to 29.97 fps again. However when I double click on it i am getting this message:
component COMDLG32.OCX or one of its dependencies not correctly registered.
your help greatly appreciated.

Pulldown.exe is a DOS program. place it in your windows directory then go to a command prompt, from there navigate to the folder your movie is stored in and type pulldown input.m2v output.m2v where input is the name of the movie and output is a new name for the movie, remember that unless you have change the file extensions in CCE your movie right now will have an extension of .mpv so you will have to change this,to .m2v also be sure that you have gone into folder options and have show file extensions turned on or else you won't be able to see the file extension
