Yes they can play it if the laptop has a DVD-Rom but you can only change the region 5 times total unless you get a hack program to make it region-free
Multiregion dvd's are set at level 0, so you won't have any problems playing them, irrespective of what region your device is set to. However as Car.Mike suggested, as standard your dvdrom/dvdrw will have a maximum of 5 region changes then it will 'lock' on the final change, but should still play multiregion dvd's. In order to make your device able to play 'other set region' dvd's (excluding multiregion 0) after your device has been locked, you will need to flash the firmware with some 'hacked' firmware. Just do a search in google for region hack firmwares for dvdrom.
