    [] Is there any way to download or convert a 32 kbps/22 khz/mono
    Winamp media file so as to get better audio quality?
    Would using Streambox to download make any difference at all?

    You can't improve the sound quality. You have 32kb of info per second. That is all you'll ever have.

    yup, you're S.O.L. unless you can find a higher quality copy of your audio file
