I have been using a refurbished hightech (HIS) all-in-wonder 9800se card for just over a month and have four columns of vertical lines suddenly appeared over the display and interferance when a video is played.

I have reinstalled the driver to no difference. The effect extends to white rectangles over the bios screen when restarted.

Is my card a goner ???

sounds like whoever owned the card before you had done some bad overclocking to me probably without any kind of proper cooling. try another card just to make sure but it does sound like its time is up.

check if the cooling fan/s are actually spinning maybe they have cut out and this could cause the same problem.
don't learn the hard way like i did by checking if the fans were still spinning by touching them............
