Anything can be encrypted. However encryption is not about stopping stuff from being copied, but making something useless without the key to decrypt it. To execute an encrypted file would require the key. That said you have the likes of SafeDisc, etc. where the real file is encrypted, but unencrypted on the fly if the key which is made up of bad sectors and weak sectors is verified with the idea being that whilst you can reproduce the disc you can't reproduce the sectors containing the key, thus making the copy useless. Not sure what you mean by executable and dat? What exactly is the dat file?

So it is a VCD. You have a problem then as encryption as far as I know is not part of the standard. Also in order to be playable it needs to be readable. It is also therefor copyable. Best you could do is pad the dat out and stick a whole pile of unreadable sectors there. Still won't stop it from being copied though.
