Video Quality question?

    Hi, I got some video in divx format which is encoded at 23.XX FPS ... But at times it seems smooth for 1 seconds, and almost all the time, well I think its kinda choppy. I never really did a lot of conversion but I was wondering if it was possible to reencode it so the video played faster, lets say at 30 fps so it all looks smooth? or the frames or already taken out and the video is choppy forever.

    Sounds like someone did a poor job of converting from 29.97. Most NTSC stuff is actually 23.976fps, but with a 3:2pulldown run so that the player inserts the extra frames. If someone say did a poor IVTC on it then that could explain the poor motion or it could have been converted from a PAL source.
