   cannot burn a bin file in Nero ver 6.3.1.23
   how do you install the burn rom feature?

   first of all your version of Nero is way old now, latest is 6.6.0.14, i'd upgrade...

   you can't burn the bin file, you burn the cue file. use Nero and burn image and select the cue file.
