soft mod vs hardware mod halo 2

    every time I find a tutorial about soft-modding halo 2 (such as increased auto aim) it always mentions modding with evo or another dashboard. Isn't that hardware modding? or am I just really that confused. call me a noob, but can't you simply softmod things like I mentioned above (auto aim) with action replay and a download only? If you could simply answer my question that would be great, but if you could give me a sense of direction here, I can figure it out from there. Any and all help would greatly be appreciated.
