help me please with ffmpeg

im trying to make an .ac3 file from a mp3 , I couldnt get it through with dvd lab pro and dont have enough money to buy sony vegas so ive found an encoder called ffmpeg and got the codec ac3 encoder files and the ffmpeg download but its a .tar file? how do i install it ? ffmpeg-0.4.9-pre1.tar please help me !

thank you for clearing that up for me weazel but please tell me , what do I do with it? Do i need mplayer? and what do I do with the tar file ? .. trying to figure it out but this is all pretty new to me . im just tryin to make an AC3 file for my dvd menu

im retarded yes , I just found the ffmpeg manual its going to take me some time to read through it but I should be allright now :)

You unzip the .tar file with a programme like WinRAR and there should be a file or files.
