I have my dowloaded copy and love it. I read recently that the authors of this great program were restrained from making Decrypter available to the public due to copyright violation issues. Has this order been recinded?
No The author, Lightning UK!, was pressured by an unknown company/organization (could be Macrovision or the British version of the US' MPAA) to cease operations (news/updates). You can still download it from sites that still are letting users acquire it... Version 3.5.4.0 is the final one available to use...
