avi2dvd encoding question 7600 bitrate only going at 600

    I am encoding a movie using avi2dvd. This is the first time using it. I am encoding it using FreeEnc 0.44 at 2 pass vbr mode. It says that the average bitrate is encoding at 7616kbs with a max of 8000 and min of 300. The thing is that it is actually going at about 550 to 650 kbs. It is currently at its first pass.

    Will the bitrate get higher after it finishes the first pass, or will it stay the same. Also, I tried using CCE and TMPGEnc, but both of them had problems. TMPGEnc is recognizing it as being 182 minutes of video when it is only 63 minutes. CCE always fails to initialize. It can do the .wav file, but when it gets to the video encoding is gives a message like: cce_encoding_init()... and then it says that it fails to read the .vaf.
