ripped a DVD to vcd - sound is a little off

Tried my first DVD rip to vcd- went great, plays in my stand alone......except.....
The sound doesnt sync with the mevement of the lips in the movie. I followed the FAQ to the letter - one thing I noticed was different - the faq said the frame rate should be 29.97f/sec In the dvd2avi software the frame rate says 24.000 - I cant figure out how to change it or get it to be 29.97.

Any tips on figuring out whay my sound isnt quite synced would be greatly appreciated
